Georgia asking Bush for Natural Distaster Declaration

(via Yahoo) Today, Gov. Perdue declared north Georgia (85 counties) a natural disaster area and has asked President Bush to do the same. Part of this is to get a statewide exemption from federal guidelines that force us to push water downstream from our reservoirs.

Gov. Perdue also said that the state has not yet formed a contingency plan in case things run dry.  What?  Shouldn’t they be at least putting a plan together just in case?
